Step 3's misnumbered - continued from previous Step 2

Using Arbortext 6.1 M030.  I have the following in the middle of my document (tags color-coded to help visually -- assuming the colors show up here):

                  [para> (a) More text... <para]

                  [para> (b) Still more text... <para]

Can anyone tell me how to make the step3's start over at (a) for (7), instead of continuing from the previous step3's?  Clearly this is not the expected behavior.
